Moving PUS services to Framework #134

As discussed, I started moving PUS services to the framework.
To make their configuration truly generic, I tweaked the way CSB works and I also improved some of the services. The CSB changes propably have to be reviewed and merged first.

I will create a pull request soon. Curently, the pus folder contains service 1, service 2, service 5 and service 8. I think I will also add service 200 soon.
Those service represent a basic set which can be used to test device handlers.
