I packaged the part which serializes the HK packet from the pool ID.
Maybe it makes sense to put it into the framework.

Uses deserialize size_t now, important bufix (endianness).
Should be merged after the serialization API changes.
Maybe this is not needed anymore if local pools are used and the HK service is tied to the Commanding service base

Hmm.. maybe this is not needed anymore with the new housekeeping service.
In any case I can salvage parts of it (like the validity buffer setting)..
